I know we talked about how Bills could only be introduced by senators/reps. So If any average Joe were to say, try to pass legislation for the ability of bills to be introduced by non-senators or reps, wouldn't it be impossible because it'd need to pass the sens/reps themselves? Also, how many votes are considered a majority?
