What is the link?
I never really thought of this before, but amendments that fail to get ratified must just sit around waiting for more states to approve them--at least, that's what I'd assume from what happened with the 27th amendment. Does this mean that amendments everyone has given up on, like the ERA, could suddenly be ratified without being re-proposed?
