This "burrowing" practice seems a little fishy to me. I mean, isn't the point of changing presidential administrations to clear out the old and bring in the new? And by clear out, I mean clear out everybody, because to me the goal of electing a new president is to change the way our nation is headed, at least a little bit if not drastically. It seems like when the president goes, so should his entire administration in order to make room for new country leaders.
[STEPHEN HANDLON] I think I'm missing something. Why would the Obama administratino have a hard time clearing out members of the Bush administration that the article states are clearly underqualified? Is there any way the Obama administration could go about doing so?
